Energy Performance Certificates

Parsons Son & Basley is one of the premier dedicated residential letting agents in Bognor Regis and manager Karen Baker is always keen to keep Landlords as up to date as possible with regard to changes in legislation to ensure that they have plenty of time to consider any changes and take action if necessary.  The rules regarding EPCs are changing, a brief outline is provided below.

Since 1st October 2008 all rental properties being offered as available to rent have required an EPC. Once carried out an EPC is valid for 10 years and can be updated if there are any significant changes during that time   A new certificate is not required for each change of tenant. The EPC gives Landlords and Tenants information on the energy efficiency of a property and provides standard energy and carbon emission efficiency grades from ‘A’ to ‘G’.  The report will list improvements that could be carried out and how this would change the energy and carbon emission rating, this information can then be used to cut fuel bills, improve energy performance and help cut carbon emissions.  An EPC and Recommendation Report must be available when the property is placed on the market for rental, a low EPC rating may deter potential tenants and harm the chances of renting the property. Trading Standards are the enforcing body and failure to supply an EPC will result in the landlord being served with a notice requiring compliance along with a penalty charge notice requiring them to pay a fine.

More recently The Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 have been passed, phasing in obligations for Landlords concerning the energy efficiency of private rented properties. From 1st April 2018 all new and renewed lettings must have a minimum EPC rating of “E”, it will be unlawful to rent a property which breaches this requirement.  All existing tenancies will fall under the Regulations from 1st April 2020 .
