SurveysThe best way to reach an informed decision on the purchase of a property is to have a professional survey and valuation undertaken by a suitably qualified surveyor.

The team of Chartered Surveyors at Parsons Son & Basley undertake valuations on a wide range of Residential and Commercial property.

Our Surveyors are all RICS Registered Valuers, under the RICS Registered Valuers Scheme, where required for ‘Red Book’ valuation work.

We have been appointed as Panel Valuers for approximately 40 lenders, including most of the principal financial institutions. These valuations are undertaken to support a prospective borrower’s application for secured lending.

Every five years all Rateable Values (in England and Wales) are reassessed by the Valuation Office Agency. However recently the Governement have announced a delay in the next revaluation by two years to 2017.  The Rateable Values represent the notional rental value and some will be set too high resulting in an over-payment in rates.

We are able to advise, and if appropriate, submit an appeal against the Rateable Value, negotiate and agree reductions with the Valuation Office Agency.

Our team can represent you at the Valuation Tribunal, advise on transitional relief, maximise the benefit of empty property relief, the removal of the premises from the Rating List in the event of redevelopment or refurbishment.

Alterations to a property or changes to its location may give rise to a reassessment or appeal.

We have a record of successfully concluding appeals and when an appeal is considered worthwhile we will normally work on a “no reduction, no fee” basis.

Compulsory purchase and compensation is a complex specialist area. At Parsons Son & Basley we have experienced surveyors able to guide you in this field.

Whilst compensation is payable by public bodies acting with Compulsory Purchase powers when purchasing land for example for road widening schemes, it is also possible for neighbouring property owners where no land is taken to obtain compensation as a result of a reduction in value of their property caused by the subsequent use of the new road scheme.

These are known as Part 1 claims under the Land Compensation Act 1973.

The RICS HomeBuyer Report is widely used within the industry by purchasers and lenders.

It is an intermediate survey (between a mortgage valuation and Building Survey) in a standard format designed specifically as a cost-effective service. It is intended only for houses, flats and bungalows which are conventional in type and construction. It focuses on the essentials identifying defects and problems which are urgent or significant and thus have an effect on the value. Generally it is not suitable for property built before 1920. Unlike a Building Survey or the RICS Condition Report, the HomeBuyer Report provides not only a survey, but also a valuation as an integral part.
